Yes, you can use it to make a web site, but it is a nice blog system as well. It sports an easy to use control panel, and making a post is a breeze.

This Blog system can be used to make a complete web site. You can make up a page and set it to static, and create a permanent link to it and call it the Home page. You really can use it for a nice web site and have a choice of many templates.
